PAS 91 is a questionnaire developed by the British Standards Institute (BSI). It comprises of a standard list of questions that are used to qualify contractors during the procurement process. It’s typically used by public sector clients for construction projects.
Before a construction project begins, public sector bodies have to follow government guidance in the form of procurement policy notes. They’re allowed to use a framework of questions taken from the Common Assessment Standard, PAS 91 or an equivalent standard.
