The safety culture within an organisation is often described as being the shared attitudes and values which lead to accepted behaviour. Clearly a large element of this is based on the competency of the workforce and the leaders within the workforce.

Developing a positive health and safety culture

An important first step is to assess your existing safety culture. This will involve conducting an attitude survey to gain an insight into the key aspects of worker and management attitudes towards organisational safety management.

Ideally, this will be followed by a report to identify areas of strengths and weaknesses to facilitate a targeted approach regarding safety management, and improving the culture in-line with recognised metrics and descriptors.

The outcome of the survey would identify areas for improvement of both individual competencies through training and process or procedural improvements within the existing management system.
Organisations should be offering their employees a range of health and safety personal development courses and qualifications. In a good health and safety culture employees will need an understanding of the organisations’ obligations and procedures and methods for discharging those obligations.

In addition, there are those employees that will require more formal and technical health and safety knowledge supported with a qualification such as the NEBOSH qualifications. Of course between these two pillars there would likely be a range of requirements which cross technical health and safety qualifications and a managerial or operational interest in health and safety.

A training and qualification structure would take on the look and feel of a pyramid of learning where technical health and safety would be at the top of the pyramid and signified by a recognised qualification in health and safety. The base of the triangle would represent the entry level requirement for health and safety knowledge which would be applicable to all employees within an organisation. Between the base and the apex of the pyramid Santia can agree a range of courses and qualifications which meet the developing needs of the business. As employees progress along the learning path there will of course be the opportunity to step off the path at various points to ensure that only relevant and comprehensible training and qualification is provided which meets the needs of the employees as well as the needs of an organisation.

eLearning through a Learning management System (LMS) is a useful way to present information to a learner or learning group and allows the host to monitor activity on the LMS and therefore track progress of individuals or groups of learners through the learning journey. Blended learning presents a good opportunity to combine both face to face and eLearning techniques to provide learners with the technical content required in their learning programme.
